Happy New Year to all! The Board of Directors for Sandpines meet monthly at the Ashley River Fire Department next to Bosch on Dorchester Rd. The meetings are open to the community. Board members encourage owners to attend. Owners are welcome to speak during the Resident input portion of the meeting. If you have a specific issue you would like to address with the Board please contact our office to be added to the Agenda of the meeting.

PRE-PAY YOUR 2012 ASSESSMENTS NOW!

Did you know you can pre-pay your assessments for 2012. The Board of Directors are busy working on budgets right now and are doing there absolute best to keep assessments in the community at the same rate as 2011 or with as little increase as possible. The common concern heard when the assessment is due in January is: "This really stinks to pay right after the holiday." Unfortunately that's when it is due. You can avoid that cash shock or shortage whatever you prefer to call it by paying your assessment in advance. You can safely assume it will be the same as last year so paying that amount right now or over the next three months is better than getting hit with the entire amount January 1. You would only have to pay the difference, if any, on January 1 and if you overpay, a credit can be refunded or left on the account for next year. Its an option to consider before the holidays are upon you. SCHOOL IS BACK IN FULL SWING SO PLEASE DRIVE SAFE!

Now that all the county schools are back in session, please be cautious while driving through the community.... Here are some simple reminders for drivers:
Slow down and be especially alert in the residential neighborhoods and school zones
Take extra time to look for kids at intersections, on medians and on curbs
Enter and exit driveways and alleys slowly and carefully
Watch for children on and near the road in the morning and after school hours
Reduce any distractions inside your car so you can concentrate on the road and your surroundings. Put down your phone and don’t talk or text while driving

Reminder for your kids:
They should cross the street with an adult until they are at least 10 years old
Cross the street at corners, using traffic signals and crosswalks
Never run out into the streets or cross in between parked cars
Make sure they always walk in front of the bus where the driver can see them

PLEASE, add to the list a reminder to speak to your kids about not leaving trash behind at the bus stops.

DOG ISSUES IN THE COMMUNITY

You may have received an e-mail regarding the North Charleston Municipal code regarding sanitation and your pet. If you did not receive the e-mail, please contact our office so we may update your e-mail address. The e-mail that went out is as follows:

Sandpines Residents,

Please be aware of the North Charleston Municipal Code regarding cleaning up after your pets. Numerous complaints have been received about neighbors as well as people from the Woodlands, walking their dogs and not cleaning up after them. This is unacceptable and also against the law. Owners are encouraged to report this to the animal control office with the N. Charleston Police Dept. The number is 843-740-2815. Please call this office directly for citations based on violations of the City's Ordinance. If a complaint is issued, they give 2 warnings and post the letter of warning on the animal owner's door if they are not at home. If the owner does not respond and correct the issue, they are taken to court with a fine of $1087. They treat this as a criminal case and the defendant appears before a municipal judge. If the defendant does not appear in court, they are arrested.

This is the sanitation ordinance as it reads in its entirety.

Article 1 - Animal Control - Ord. No. 2006-69, 12-12-06 states:Sec. 4-11. Sanitation.(a) No owner or custodian of any animal shall cause or allow such animal to soil defile or defecate on any public property or upon any street, public way, play area or common ground owned jointly by the members of a homeowners or condominium association, or upon private property other than that of the owner, unless such owner or custodian immediately removes and disposes of all feces deposited by such animals by the following methods:

(1) Collection of the feces by appropriate implement and placement in a paper bag or plastic bag or other container; and

(2) Removal of such bag or container to the property of the animal owner or custodian and disposition thereafter in a manner as otherwise may be permitted by law.

(b) No person owning, harboring or keeping an animal within the city shall permit any waste matter from the animal to collect and remain on property of the owner or custodian or on the property of others so as to cause or create an unhealthy, unsanitary, dangerous or offensive living condition on the owner's or custodian's property, or to abutting property of others.

(c) No person owning, harboring, keeping or in charge of any other animal shall cause unsanitary, dangerous or offensive conditions by virtue of the size or number of animals maintained at a single location or due the inadequacy of the facility.

(d) Stables, coops, warrens, pens and other enclosures in places where any animal or fowl is kept shall at all times be maintained by the keeper of such animal or fowl in a clean and sanitary condition and in such condition that it does not give offense to other persons in the vicinity thereof or constitute a public nuisance or a menace to the public health.

ACC COMMITTEE IN PLACE

LAWN MAINTENANCE

Its that time of year grass is growing, mowers need to be mowing. Lawn maintenance isn't always a fun job for everyone but it has to be done. Please mow your lawn on a regular basis, edging is required as well and please don't forget the curb along the street, this is your responsibility. All landscape beds must be mulched, rocked, pine strawed and weed free. Lets make Sandpines the most beautiful neighborhood in Wescott.

DONT FEED THE CANADIANS

Canadian geese have taken up residence in the pond and have a nest on the bank. These geese can be very aggressive when protecting their territory. Please advise your young children to stay away. Also please do not feed the geese. This encourages them to stay permanently. They make a mess and their feces acts as a fertilizer in the pond which causes algae blooms.

SPRING CLEANING TIME

We all welcome the spring weather but before its warm enough to green up the grass the lovely weeds spring up in lawns. The violation inspector will be ramping up the lawn care notices as well as power washing on the exterior of the homes. Take measures to remove weeds from your lawn and clean out dead plant material in your landscape beds, freshen your mulch and pick up those dead leaves.

Inspect the exterior of your home for that pesky green and black algae so prevalent here in the humid south. Unfortunately with power washing you may even have to clean it again in the fall.

Avoid that violation notice and get a head start on those outdoor chores.

FEBRUARY BOARD MEETING CANCELLED

The Board of Directors cancelled the February Board meeting. I the property manager had a conflict with the date of the scheduled meeting and the Board President Dwight Stigler also is unexpectainly not able to attend due to travel obligations with his job. The entire Board agreed there were no pending issues that could not wait until the next meeting.

The March meeting will be held on the 30th. Anyone who wishes to be on the Agenda whether it be to appeal a fine or late fee please contact me at least two weeks prior to that date to be added.

NEIGHBORHOOD REMINDERS

HOLIDAY DECORATIONS

Please be reminded all holiday decorations and lights should be removed from the exterior of the home. The general rule is decorations must be removed within 30 days after the holiday has passed. The Covenants enforcement department with Community Management Group will be touring the communities and notices will be sent.

WINDBLOWN TRASH

Please be sure to secure your trash in your cans on when placed outside to be sure the wild wintry winds dont blow it all over the community. This trash ends up in the ponds, other peoples lawns, in the common area and in the storm drains which is detrimental to all of these areas.

ASSESSMENTS DUE

BASKETBALL GOALS NOW ALLOWED AT THE TOP OF THE DRIVEWAY.

At the December Board of Directors meeting for Sandpines, Board members reviewed and discussed the use and storage of portable basketball goals in the community. Previously basketball goals had to be stored in a location not visible from the street when not in use, after discussion, and after reviewing the results of a survey sent to our neighborhood residents, the Board agreed to allow portable basketball goals to remain at the top of the driveway when not in use. Basketball goals should only be used in the driveway and not in the street and must be kept in like new condition.

Additionally North Charleston Code cites:

Secs. 17-131, 17-132. - Reserved.
Sec. 17-133. - Obstruction of roadways prohibited.
(a)
No person shall knowingly and intentionally engage in conduct which impedes, or is likely to impede, pedestrian or vehicular traffic along any public street, sidewalk, or roadway.
(b)
No person shall place, erect, install, or use any sporting equipment, ball, puck, lines, or sporting goals in, or within ten (10) feet of, any public right-of-way.
(c)
The provisions contained within subsection 17-133(a) above shall not apply to those persons engaged in governmental service (i.e. road, sewer, trash collection, debris removal, fire or police duty, traffic direction, or other similar governmental functions), utility installation or repair conducted pursuant to franchise or permit, or activity necessary for the furtherance of public safety.

2011 ASSESSMENT STATEMENTS MAILED

Residents will be receiving their 2011 assessment statements in the mail over the next few days. The annual assessment this year is $342.00. Payment is due January 1st, 2011.

Payments must be posted to your account by January 30th to avoid assessment of late fees,

ANNUAL MEETING UPDATE

Thank you to all who showed up or submitted proxies for the annual meeting on November 15th. It was iffy in the beginning if quorum would be met and the meeting was adjourned but a few late comers to the meeting helped achieve the required 50% and the meeting was reconvened and the business of elections was able to be conducted. Four new Board members were appointed by the community and Dwight Stigler who served on the Board last year was also re-elected. Welcome aboard Peter Pasch, Matt Mennona, Brian Rogers and John Mentel.

TIPS FOR TRICK-OR-TREATERS
Carry a flashlight with you for visibility.
Always stay in a group with an adult!
Never enter a stranger’s house or car for a treat!
Always walk on the sidewalk.
If there is no sidewalk, walk on the grass away fromthe street.
Look both ways before crossing the street and if you are wearing a mask take it off.
Wait until an adult can check your candy before you eat any of it.
Only accept treats from neighbors or friends you know!

TIPS FOR PARENTS
Plan costumes that are bright and reflective!
Consider adding more reflective tape tocostumes + trick or treat bags.
Always carry flashlights.
Masks can limit or block eyesight, consider makeup or cut the mask eyeholes biggerso they can see.
Remind children to remove their masks to cross the street!
We recommend that children do not use props like guns, knives, or swords.However, if they are used, make sure they don’t look real!
Clear hazards from your property.
Remove obstacles such as flower pots and garden hoses, so children won’t trip on them rushing from house to house.
Remind your children not to eat the candy until an adult has checked their treats!
Your child’s school may be having a Halloween party. Call the School and ask.
Please explain to children the difference between tricks and vandalism.

NEIGHBORHOOD WATCH MEETING 9/20- 7PM

We here at Community Management Group have been proactively working out hurricane planning and what would need to be done to amenities on the properties if a hurricane did end up hitting our area. The Board of Directors for our communities have been provided a list of duties we are to be responsible for. If we are evacuated we have plans worked out with our entire staff to be back in the area as soon as possible. Our contracted vendors have been contacted and retained to help with storm clean up with our properties being priority. As homeowners we ask you also take a few precautions that are common sense to all of us. The last few months we have posted hurricane preparedness tips but when the time comes those fly right out of our heads. PLEASE BE PREPARED and revisit our blog history, our website and the local county information for pertinent information to protect yourself and your property if a storm does hit our area.

SLOW DOWN - SCHOOL IS BACK IN SESSION

School is back in session which finds students out on the corners now waiting for the bus or being dropped off. The high school students are out there as early as 5:30 am. Please slow down and be wary of students. The difference to your destination traveling at the speed of 30 miles an hour compared to 20 or 25 is only 7 seconds. Is that 7 seconds really worth the life of someone in the community.

GENERAL GLOSSARY OF TERMS & INFORMATION:
Tropical Storm Watch – Conditions are possible in the specified area of the watch within 36 hours.
Tropical Storm Warning – Conditions are expected in the specified area of the warning within 24 hours.
Hurricane Watch – Conditions are possible in the specified area of the watch,usually within 36 hours. During the “watch” period, prepare to take immediate action to protect your family and property in case a “warning” is issued.
Hurricane Warning – Conditions are expected in the specified area of the warning, usually within 24 hours. Complete all storm preparations and evacuate if directed to do so by local officials.Short Term Watches and Warnings – Provide detailed information on specific hurricane threats, such as tornadoes, floods and high winds.
Public Advisory – Issued by the National Hurricane Center and provides critical hurricane warning and forecast information.
Tropical Cyclone Forecast/Advisory – Issued by the National Hurricane Center and outlines the meteorological reasoning behind the warnings and forecasts.
Strike Probability Forecast – Provides a measure of the forecast track accuracy.The probabilities have no relation to the tropical cyclone intensity.
Hurricane Local Statements – Issued by the National Weather Service and give greater detail on how the storm will impact your area.
Short Term Forecast – Provides updated information on what the weather will be over the next few hours in the immediate area.

AN IMPORTANT NOTE:All public safety operations in the field will cease once the winds reach a sustained speed of 60 mph. These conditions are risky to the safety of law enforcement, fire and EMS personnel. If you have an emergency during this time, if you are stranded by rising water or if you have chosen to ignore the evacuation notice and then change your mind, once the winds reach this thresh-hold, public safety personnel are not going to be able to assist you. However, the Emergency Operations Center (EOC) will remain operational and as long as you have telephone service, information can be received from the EOC to help you until someone can reach you after the winds calm down. WAITING TO LEAVE MAY JEOPARDIZE YOUR LIFE AND THE LIVES OF OTHERS. Once the wind speed reduces to below 60 mph, public safety crews will once again respond to emergency call.

YOUR OUR HURRICANE PLAN:Have a practice drill to determine what everyone’s responsibility will be to Educate all family members in CPR and other first aid measures.
Teach children how to use a fire extinguisher and when & how to call 911 for emergency assistance.
Check all fire alarms, smoke alarms, etc. for proper operation.
Determine what the criteria will be as to whether you evacuate or stay in your home.
Know your evacuation routes and determine which route you will use should an evacuation order be issued.
Determine in advance your evacuation destination. If you will not be staying with a friend or family member, make hotel reservations at this location as soon as a “watch” is issued. Remember, that during an evacuation several towns may be evacuated at the same time and hotels will fill up quickly in all surrounding areas. Reservations can be cancelled.Make a decision about vehicles. If you have more than one vehicle and will not be taking all of them with you determine where the other vehicles will be left during the storm.
Make a decision about boats and other recreational vehicles.
If you have pets, determine whether they will evacuate with you or be placed in a shelter.
Have a list of phone numbers, such as family members, doctors, employers,insurance company’s, etc.
Make arrangements for extra cash on hand.
Catalog all personal items NOW. Include description (brand name, model number, age, purchase price, place of purchase, etc.) Take a picture of everything and make two copies of the pictures and lists. Keep one copy with you and send the other to a relative or friend out of town. Never give the insurance company the only copy.
Have a secure place for all valuables & documents that you will need to take with you, such as birth certificates, property deeds, insurance policies, etc.
Determine an out-of-town person who can be a “point of contact” to communicate messages if communications are down for an extended period of time.
Prepare and maintain a “Hurricane Kit” (a list of recommended supplies is included).
It is recommended that you have approximately 7 gallons of water for each person and food supplies for a minimum of 2 weeks.
Check all flashlights, battery operated radios & TVs, and other supplies in your“Hurricane Kit” for proper operation.
Evaluate your home to determine if you can make improvements that will provide better protection. If you have an older home, getting a professional opinion about updated building codes, etc. may be helpful in determining beneficial improvements.You should also review your insurance policy, with your agent, to determine if you need to make any coverage changes. Be sure to ask questions about coverage for updated building codes, demolition coverage for an undamaged portion of your home, flood coverage, understand your coverage and deductibles, clarify any exclusions, verify that in the event of a complete loss you will have the coverage you need to re-build, ask what you will need to prove a claim, find out what their procedures are relative to immediate protection of the home following a loss, ask who to contact immediately following the storm and get phone numbers, how long you may expect to wait for an adjuster, how contact will be made in the event that all communications are lost for a period of time, and any other questions that you can think of. Preparing now will make the claims process much easier and less stressful for everyone.
Obtain and prepare plywood, plastic, shutters or other protective provision for windows & doors.
Install and inspect the covering in advance of an emergency to insure proper fit.

PREPARING THE OUTSIDE OF YOUR HOME:
The most important thing you can do to protect your home is to protect the openings where the wind can get in.
Available options include hurricane shutters (obtain DRB approval first!), plywood covering during the storm, etc.
Check your garage doors and consider installing braces on them.
Keep all windows completely closed during a storm.
Bring in any objects that can blow away, including garbage cans, lawn furniture, garden tools, grills, plants, etc. Anchor objects that cannot be brought inside.
Disconnect propane gas tanks and turn off the main gas line.
Turn off gas appliances at their individual shut-off valves inside your home, if accessible. Do not turn them off at the outside meter.
Fill your vehicle’s gas tanks as soon as possible to avoid long lines and delays.Keep a full tank of gas immediately before and following the storm because gas may not be available in the area for several days (remember, pumps don’t work when there is no electricity!).
Park any vehicles that are not evacuating with you in a garage or carport. If this is not available, park your vehicle as close to the side of the house as possible away from any trees that may fall.

Do not trim trees or shrubbery immediately before a storm, because the debris will not be collected. This debris can become a flying obstacle during a storm and be very dangerous during high winds.
Prepare your pool. Lower the water level of your swimming pool approximately 6 inches to accommodate heavy rains but do not drain it completely. Add extra chlorine to the pool and turn off electricity to the pool equipment.

PREPARING THE INSIDE OF YOUR HOME:
If you choose not to evacuate or it is not a feasible option, you should prepare the inside of your home in advance to ensure your quality of life in the days following a hurricane. Be sure you have your supplies and that they are in a secure location.
Choose a “Safe Room” where you will ride out the storm. Normally, this would be a hallway, large interior closet or an interior bathroom with no windows.
Equip your “safe room” with a battery-operated radio or TV and extra batteries; chairs, sleeping bags or cushions; snacks and drinking water; towels;games, cards, books; etc. A slow moving storm could mean a long wait.
Have a mattress ready to move into your safe room if advised to do so by emergency personnel. You should only have to do this in an extremely severe storm.
Turn off and unplug any unnecessary electrical equipment, especially sensitive electronics
BEFORE THE POWER GOES OUT.
If the power goes out, turn off the circuit breaker or remove fuses. You might want to leave on one circuit breaker that operates a lamp, so that you will know when the power has been restored.
If the electricity goes off, use only flashlights. Never use candles or kerosene lamps during the storm.Never cook during the storm. A gust of wind could spread a fire, and the fire department would not be able to respond.
Tell stories, sing songs or play games to keep children calm.
Do not go outside during the storm, unless winds have calmed briefly and protective repairs are absolutely necessary. The winds and rain may stop for a few minutes to more than half an hour and then can suddenly pick back up again from the opposite direction, possibly with greater force than before.
Turn your refrigerator & freezer to their coldest settings.
Freeze water in plastic jugs and use them to fill empty spaces in your refrigerator and freezer to help keep food cool.
Cover your refrigerator with blankets and secure them with ropes to keep the coldness in. If you open the refrigerator only when necessary and close it quickly, you can keep food cool for up to 2 days without electricity.
Prepare a water supply for bathing and sanitary purposes by storing water in the bathtub and other jugs and bottles. Seal the bathtub well by caulking around the drain to keep the water from running out. Remember that this water is NOT for drinking.
Place valuables and personal papers in a waterproof container or plastic garbage bags and store them on the top shelf of a closet. Include voter registration cards, passports, visas, and all important papers.Take identification and insurance papers with you if you leave your home(you should take a recent electric or other utility bill, voter registration card,etc. with you to prove permanent residency and facilitate re-entry).
Fill clean, sanitary jugs with water for drinking. You will need a minimum of 7gallons per person. Sterilize the jugs by putting a little chlorine bleach (plain,no lemon) in some water, sloshing them around and rinsing thoroughly.

AFTER THE STORM HAS PASSED:
Stay tuned to the radio or TV and remain indoors until you hear the “all clear”.
Stay away form ALL downed power lines. The line can still be “live” whether the power is off in your neighborhood or not.
Do not use your telephone unless you have an emergency.
Do not call 911 except for life-threatening situations.
If your home has sustained structural damage, do not move back in until local officials check it. The county has plans to certify buildings for safety before habitation.
Do not allow children to walk around without shoes.
Avoid weakened bridges and washed out roads.
Do not drive into flooded areas.Stay on firm ground. Moving water only 6 inches deep can sweep you off your feet. Standing water may also be electrically charged from under ground or downed power lines.
Check gas, water and electrical lines and appliances for damage.
Avoid using candles and other open flames indoors.
Use a flashlight to inspect for damage.Do not cut trees that are touching or even near power lines.
Do not pile debris near power or telephone poles or equipment. This will delay service from being restored.
Do not call the police or utility companies immediately to report downed power lines, broken gas or water mains or overturned gas tanks. Utility companies will restore electric, gas, and water and/or telephone service as quickly as possible.
If service has been restored in your neighborhood and you are still having trouble, call the utility company.
Remember that while emergency crews will begin clearing roads and effecting repairs immediately after the storm, neighborhood streets have a lower priority than major thoroughfares.
Don’t wait for the city or county to clear your streets. If possible, get able bodied neighbors together to clear a path for traffic and emergency vehicles.
Solid waste departments will collect trash as soon as possible. Priority is given to household garbage, so separate it from other trash and debris. If you fail to separate your garbage, you could create a health risk and attract rodents and other animals.

DO NOT CONNECT A PORTABLE OR RV GENERATOR TO YOUR HOUSE WIRING. THE POWER FROM THESE GENERATORS CAN ACTUALLY FLOW OUT OF YOUR HOUSE AND RECHARGE THE LINES, CAUSING INJURY TO POWER COMPANY AND TELEPHONE COMPANY EMPLOYEES.
Generators should only be connected to electrical systems that have been properly designed, equipped and inspected by the electric company or building department.Portable generators should be used only OUTSIDE of your home. Generators emit carbon monoxide gas that is poisonous.When using a generator, run a separate, heavy-duty properly grounded extension cord from the generator directly to EACH of the electrical appliances you want to power.When using a generator, calculate the total power consumption (number of watts) of all the appliances you intend to connect to be sure that you stay within the load capacity of your generator. DO NOT OVERLOAD THE GENERATOR.
Do not drink tap water immediately after a hurricane. Assume a boil water order is in effect until you are informed it has been lifted.If you did not store sufficient drinking water and must use water from the tap,do the following:
FIRST, strain the water through a paper towel or several layers of thick cloth to remove dirt before purifying, or let the water settle in a container for 24-hours so that solid particles will sink to the bottom;
SECOND,use one of the following methods to purify the water…(1) keep water boiling at a rolling rate for 3-5 minutes, OR add 4 water purification tables per gallon,OR add 12 drops of 2% tincture of iodine per gallon of water, OR add 8drops of household bleach (without lemon or other additives) per gallon of water.

It is important to take action immediately after the storm to safeguard your home and prevent more damage from occurring. That is why it is important to have all of the necessary supplies on hand.Take pictures and make detailed lists & descriptions of all damages inside and outside of your home.If you do not have insurance, the Federal Emergency Management Agency(FEMA) will set up disaster application centers within 2 weeks after the storm.If you hire an individual or business to make repairs for you, check to make sure that they have a current business license, are properly insured (including liability & worker’s comp), and possess a permit authorizing them to do the work. These safe guards will help to protect you from unsavory individuals or businesses taking advantage of you.

Dear Homeowners,

Below you will find some important information pertaining to taking care of your pets. Why Scoop the Poop?Besides being a nuisance, uncollected dog waste is a serious problem for our association. Next time you’re tempted to leave your dog’s droppings on the lawn, please remember these facts:
1. The Environmental Protection Agency is becoming aggressive about enforcing the Clean Water Act. Our association could be fined if dog waste goes uncollected.
2. Uncollected dog waste may lead to a special assessment. If fined by the EPA, the association could face a potential special assessment that would be levied against all members—not just dog owners.
3. The appearance and quality of the common areas are known to affect home sales—not just whether and for how much they sell, but how quickly.
4. The more residents complain about dog waste, the more time the manager must spend on enforcement rather than serving the association.
5. Uncollected dog waste spreads disease and attracts rodents who feed on pet waste.

Stop That Barking!

Dogs left alone all day get bored and restless, and many find relief in barking. Some respond noisily to any and all activity. But, nothing is as annoying as incessant barking—even for dog lovers. If your dog is a yapper or a yowler, please consider some of these bark-abatement ideas to keep the noise down in your area. Your neighbors will thank you!

 Training. Always the first recommendation for any behavioral problem! Help is as close as the Yellow Pages. Training not only helps your dog, you’ll be surprised how much it helps you, too. You may get some insight into why your dog barks so much, or what it is trying to communicate.
 Citronella collars. A humane alternative to the electric-shock, anti-barking collar and costs about the same. Available on the web and in pet stores.
 Confinement. Sometimes simply bringing an outspoken dog indoors or confining it to a crate can cut down on the disturbance to neighbors.
 Reduce stimulus. Close drapes to help muffle street noise, or leave a radio on to mask it. Disconnect telephones and doorbells before leaving your home if they upset your dog or make it bark.
 Companionship. Dogs are pack animals; they need companionship—a cat, bird, or another dog.

Consider a mid-day visit from a pet-sitting service, or drop your pooch off at a friend’s place or a day-care facility once or twice a week.

Emergency preparedness is everyone’s responsibility. Everyone should have an emergency plan and be prepared to take care of themselves for at least the first 72 hours after a disaster.

When preparing for a possible emergency situation, think first about the basics of survival: fresh water, food, clean air and warmth. Consider two kits. In one, put everything you will need to stay where you are and make it on your own for at least the first 72 hours after a disaster. The other kit should be a light-weight, smaller version that you can have ready to take with you in case you need to leave home.

Recommended Items to Include in a Basic Emergency Supply Kit:

TUNE UP YOUR A/C FOR SUMMER HEAT

Spring to Summer A/C changeovers are coming as things heat up. Remember that all air conditioners have one or two drip pipes which usually go to the outside of your home. A “wet-vac” applied to these pipes is a good idea to draw out accumulated algae growth. Most units have a cap on the pipe near the “P-trap” at the indoor unit. The cap can be opened and a bit of bleach or a chlorine tablet can be added to prevent clogging.

With the recent rain and now warm weather many yards are springing up with weeds.Please take measures to remove these from the lawn before they spread into an uncontrollable situation. The sod put down in the yards is Centipede. Lowe's,Home Depot and garden centers can advise you on the best product to use to stop the spread. Your lawn will appreciate it, your neighbors who don't want the weeds spread to their yard and the Association as well.

It may also be time to clean the exterior of your home, generally here in the South with the high humidity homes exterior need to be cleaned 2x per year to inhibit the growth of algae and mildew on the siding.

The National Association of Letter Carriers Food Drive happens every year on Mother’s Day weekend. All of the food that is collected, last year it was 100,000 pounds, comes to the Lowcountry Food Bank and Amy Kosar is in charge of the coordination of the efforts. It’s so easy, all people have to do is leave a bag of food at, in or by their mailbox and the letter carrier picks it up and brings it back to the local post office. TREES! TREES! AND MORE TREES! Many homeowners were surprised a few weeks ago to find new trees planted in their yards and in the common area throughout the neighborhood. Some thought too many trees were planted and in areas they would be detrimental to streets and sidewalks. The City of North Charleston requires developers to plant a certain number of trees in the neighborhood as they complete construction in the neighborhood. Ryland did their best to evenly distribute the trees throughout Sandpines. Even though you may not have asked for a tree in your yard and got one, please help keep them alive by watering them when the weather turns warmer. A live tree in the yard is better than a dead tree in the yard.

TRANSITION BOARD IN PLACE

Thank you to all the homeowners who came out to the transition meeting on January 21st, Its encouraging to see so many people in attendance who support their community. Seven people volunteered to serve on the Transition Board until the Annual meeting in November. Five people were elected at the meeting to fill the positions. Dwight Stigler, Tyler Frye, Virginia Weaver, Joan Hoyt and Mike Quigley were the lucky winners. Each one brings a unique set of skills to the community. They have already been hard at work learning the ins and outs of being on a Homeowners Board by reviewing the current contracts, planning a newsletter, attending a governance seminar and discussing the needs of the community.

Volunteers are always needed. If you have an interest to serve the community on a committee for such things as Architectural review, landscaping, social events. Please do not hesitate to contact our office.

Holiday lights and decorations need to be taken down and stored until next year.

Spring is right around the corner, make a list of maintenance items the exterior of your home is in need of. Have a plan of action to spruce up your homes exterior to avoid those violation letters and keep the neighborhood looking its best.

Lawn maintenance is at a stand still this time of year but leaf removal is still a part of homeowners duties. Mulch and Pine straw also may need to be freshened.

Adding a fence, widening a driveway, changing your shutter color are just a few of the things that require you to submit an ACC application. An application is available on your HOA website.

Trash Cans must be stored in a location that is not visible from the street.

Please be a courteous pet owner. Do not allow your pet to roam free or defecate or urinate on anyone else's lawn. Some people don't own dogs or cats and do not appreciate you allowing your pet to do its business on their lawn, whether you clean up after it or not.

In order for the HOA to successfully operate it counts on homeowners making their annual assessment payment to fund the various projects, keep the lights on, pay the contractors and sock a little away for a rainy day. 2010 assessment statements were mailed out in December, if you did not receive your statement please contact our office and we would be glad to provide you with a new one. The assessment payment was due the 1st of January and late fees will be applied if payment is not posted by the 30th of this month. There are various ways in which you can pay your assessment:

1) Detach the stub from the bottom of your statement form and mail your payment to the bank’s lockbox at Post Office Box 912, Columbia, SC 29202. Please make checks and money orders payable to "Sandpines at Wescott POA"

2) Go online to http://www.cmgcharleston.com/ and select “online payments.” You will need your account number noted on your statement for this option if you have not already setup your account.

DON'T LET THE COLD WEATHER FREEZE YOUR WALLET.....WINTER WEATHER TIPS

Secure your outside faucets by disconnecting all hoses from outside faucets and make sure they are drained and turned off. If you don't have a separate shut-off valve for outside faucets, protect them with insulated covers. These can be purchased from your local hardware store. You can also place caulk around the pipes where they enter your home.
If your hot water heater is in an unheated area or near drafts from outdoors, insulate it.
Before traveling out of town, turn off your water at the main valve or at the meter. You can turn off your hot water heater at the electric breaker panel.
If the temperature will be below freezing, open one or two faucets in the house to allow water sitting in the pipes to expand.
If you have an irrigation system, be sure to wrap and insulate your back flow device to prevent freezing.

HOLIDAY DECORATION REMINDERS

COVENANT ENFORCEMENT AND MONETARY FINES

Owners in the neighborhood have received from time to time a notification of a covenant violation on the property. Most residents take the necessary steps to bring the property into compliance., but there are those who do not comply and are eventually fined. A common misconception is the fines assessed against a property are collected by Community Management Group as a profit to the company. This is not the case. All violation fines assessed and collected are deposited directly into the Associations operating account. It is not the goal of the Association to collect these fines, more often then naught the fines are waived once the property has been brought into compliance and the resident has contacted the office. Covenant enforcement is not a pleasurable job by the Board or the management company but a necessary one to keep the neighborhood looking its best.

Hurricane Preparedness Part2:PREPARING THE OUTSIDE OF YOUR HOME: The most important thing you can do to protect your home is to protect theopenings where the wind can get in. Available options include hurricaneshutters (obtain DRB approval first!), plywood covering during the storm, etc. Check your garage doors and consider installing braces on them. Keep all windows completely closed during a storm. Bring in any objects that can blow away, including garbage cans, lawnfurniture, garden tools, grills, plants, etc. Anchor objects that cannot bebrought inside. Disconnect propane gas tanks and turn off the main gas line. Turn off gas appliances at their individual shut-off valves inside your home, ifaccessible. Do not turn them off at the outside meter. Fill your vehicle’s gas tanks as soon as possible to avoid long lines and delays.Keep a full tank of gas immediately before and following the storm becausegas may not be available in the area for several days (remember, pumps don’twork when there is no electricity!). Park any vehicles that are not evacuating with you in a garage or carport. Ifthis is not available, park your vehicle as close to the side of the house aspossible away from any trees that may fall. Do not trim trees or shrubbery immediately before a storm, because the debriswill not be collected. This debris can become a flying obstacle during a stormand be very dangerous during high winds. Prepare your pool. Lower the water level of your swimming poolapproximately 6 inches to accommodate heavy rains but do not drain itcompletely. Add extra chlorine to the pool and turn off electricity to the poolequipment.PREPARING THE INSIDE OF YOUR HOME: If you choose not to evacuate or it is not a feasible option, you should preparethe inside of your home in advance to ensure your quality of life in the daysfollowing a hurricane. Be sure you have your supplies and that they are in asecure location. Choose a “Safe Room” where you will ride out the storm. Normally, thiswould be a hallway, large interior closet or an interior bathroom with nowindows. Equip your “safe room” with a battery-operated radio or TV and extrabatteries; chairs, sleeping bags or cushions; snacks and drinking water; towels;games, cards, books; etc. A slow moving storm could mean a long wait.Have a mattress ready to move into your safe room if advised to do so byemergency personnel. You should only have to do this in an extremely severestorm. Turn off and unplug any unnecessary electrical equipment, especially sensitiveelectronics BEFORE THE POWER GOES OUT. If the power goes out, turn offthe circuit breaker or remove fuses. You might want to leave on one circuitbreaker that operates a lamp, so that you will know when the power has beenrestored. If the electricity goes off, use only flashlights. Never use candles or kerosenelamps during the storm. Never cook during the storm. A gust of wind could spread a fire, and the firedepartment would not be able to respond. Tell stories, sing songs or play games to keep children calm. Do not go outside during the storm, unless winds have calmed briefly andprotective repairs are absolutely necessary. The winds and rain may stop for afew minutes to more than half an hour and then can suddenly pick back upagain from the opposite direction, possibly with greater force than before. Turn your refrigerator & freezer to their coldest settings. Freeze water inplastic jugs and use them to fill empty spaces in your refrigerator and freezer tohelp keep food cool. Cover your refrigerator with blankets and secure themwith ropes to keep the coldness in. If you open the refrigerator only whennecessary and close it quickly, you can keep food cool for up to 2 dayswithout electricity. Prepare a water supply for bathing and sanitary purposes by storing water inthe bathtub and other jugs and bottles. Seal the bathtub well by caulkingaround the drain to keep the water from running out. Remember that thiswater is NOT for drinking. Place valuables and personal papers in a waterproof container or plasticgarbage bags and store them on the top shelf of a closet. Include voterregistration cards, passports, visas, and all important papers. Take identification and insurance papers with you if you leave your home(you should take a recent electric or other utility bill, voter registration card,etc. with you to prove permanent residency and facilitate re-entry).Community Management Group Hurricane Planning Tips Fill clean, sanitary jugs with water for drinking. You will need a minimum of 7gallons per person. Sterilize the jugs by putting a little chlorine bleach (plain,no lemon) in some water, sloshing them around and rinsing thoroughly.Please tune in next week as I will continue to provied more tips to prepare for the already active Hurricane Season.

Historically in the Charleston area, September has been the month for most Hurricanes to affect the area. Hurricane season lasts through November so we havent made it through the season yet but lets hope we do without incident. In the event of a hurricane, here are some helpful tips to help you weather the storm.YOUR OUR HURRICANE PLAN:
Have a practice drill to determine what everyone’s responsibility will be.
Educate all family members in CPR and other first aid measures.
Teach children how to use a fire extinguisher and when & how to call 911 for emergency assistance.
Check all fire alarms, smoke alarms, etc. for proper operation.
Determine what the criteria will be as to whether you evacuate or stay in your home.
Know your evacuation routes and determine which route you will use should an evacuation order be issued.
Determine in advance your evacuation destination. If you will not be staying with a friend or family member, make hotel reservations at this location as soon as a “watch” is issued. Remember, that during an evacuation severaltowns may be evacuated at the same time and hotels will fill up quickly in all surrounding areas. Reservations can be cancelled.
Make a decision about vehicles. If you have more than one vehicle and will not be taking all of them with you determine where the other vehicles will beleft during the storm.
Make a decision about boats and other recreational vehicles.
If you have pets, determine whether they will evacuate with you or be placed in a shelter.
Have a list of phone numbers, such as family members, doctors, employers, insurance company’s, etc.
Make arrangements for extra cash on hand.
Catalog all personal items NOW. Include description (brand name, model number, age, purchase price, place of purchase, etc.) Take a picture of everything and make two copies of the pictures and lists. Keep one copy withyou and send the other to a relative or friend out of town. Never give the insurance company the only copy.
Have a secure place for all valuables & documents that you will need to take with you, such as birth certificates, property deeds, insurance policies, etc.
Determine an out-of-town person who can be a “point of contact” to communicate messages if communications are down for an extended period oftime.
Prepare and maintain a “Hurricane Kit” (a list of recommended supplies isincluded). It is recommended that you have approximately 7 gallons of water for each person and food supplies for a minimum of 2 weeks.
Check all flashlights, battery operated radios & TVs, and other supplies in your“Hurricane Kit” for proper operation.
Evaluate your home to determine if you can make improvements that will provide better protection. If you have an older home, getting a professional opinion about updated building codes, etc. may be helpful in determining beneficial improvements. You should also review your insurance policy, with your agent, to determine if you need to make any coverage changes. Be sure to ask questions about coverage for updated building codes, demolition coverage for an undamagedportion of your home, flood coverage, understand your coverage and deductibles, clarify any exclusions, verify that in the event of a complete loss you will have the coverage you need to re-build, ask what you will need toprove a claim, find out what their procedures are relative to immediate protection of the home following a loss, ask who to contact immediately following the storm and get phone numbers, how long you may expect towait for an adjuster, how contact will be made in the event that all communications are lost for a period of time, and any other questions that you can think of. Preparing now will make the claims process much easier andless stressful for everyone.
Obtain and prepare plywood, plastic, shutters or other protective provision for windows & doors. Install and inspect the covering in advance of an emergency to insure proper fit.

SCHOOL IS BACK IN SESSION - PLEASE SLOW DOWN

It is that time of the year again, school is back in session. Please be cautious when driving through the neighborhood, the neighborhood children will be out walking to catch their buses and walking back home in the afternoon. Please slow down.We hope all had a great summer with family, friends, and vacations this summer. Please pass along to your visitors driving in the neighborhood to please slow down and keep our children safe. The high school kids catch the bus at 5:45 am, often times they are not fully awake nor are you driving to work. PLEASE SLOW DOWN AND BE CAUTIOUS. Additionally if your home has a sidewalk in front, please do not block the sidewalk with your vehicles. This is not only dangerous to the kids, joggers, walkers etc.. in the neighborhood but against the law and residents can be ticketed.

Please speak to your kids about courtesy while waiting for the bus. Bus stops are adjacent to homeowners property. Last year we received numerous complaints about the kids throwing trash on the lawns, parents pulling up on lawns while they wait to collect their children, noise and foul language. If they dont act like that at home they shouldnt act like that in public.

SUMMERTIME LAWN MAINTENANCE

Summers half over all ready and soon the kids will be going back to school. We know owners are busy with summer fun and vacations but please remember to make arrangements for your lawns to be maintained in your absence.

Yard Maintenance standards are as follows.

Mow your lawn regularly.

Edge your driveways and sidewalks.

Trim tall weeds from around the house and pull weeds from landscape beds.

Please do not blow your grass clippings into the street. You must sweep them up after you mow.

If you use mulch or pine straw in your landscape beds it must be freshened on a regular basis. Pine straw tends to turn gray half way throught the season and generally needs to be applied twice a year.

APPLICATIONS NEEDED FOR ICHANGES TO PROPERTY

BEAT CRIME THIS SUMMER

Going on vacation. Its wise to take steps to be sure your house is safe while you are away. Contact the Post Office and Newspaper carriers to stop mail and delivery of your newspaper. Leave a light on in the house. Let a trusted neighbor know you will be gone who can keep an eye on your property. Be sure to make arrangements to keep your lawn mowed while you are away.

Architectural Review

Manuy homeowners have been inquiring exactly what items, changes or alteration need to be reveiwed by the Architectural Review Board. Items such as swimming pools, play sets, hot tubs, permanent gazebos, fences, major landscaping projects, color changes to the exterior, tree removal etc need to be applied for. The application is available on the website.

Signs to be installed at ponds

We will be install "Private Property, Residents Only" signs on the ponds. There has been people trespassing and fishing in the ponds. Hopefully reminding these people the ponds are private property will deter them. Owners can also call the North Charleston police if you are certain people fishing in the ponds are not Sandpines residents. Additionally No Swimming or Boating please.

Pond Fountain

Thank you to everyone that reported the fountain not working and the lights being timed wrong. Maintenance has addressed the issue but if you see the lights out of sync dark to dawn again please do not hesitate to contact the office and let us know so it can be addressed immediately.

Landscape Bed Guidelines

Owners in the Sandpines community have an alternative to using pine straw in their front and side yard landscape beds. If you like you may replace it with mulch or crushed rock material but the replacement material/rock must be earth-tone as in brown or dark red/rust and must not catch the eye as considerably different from neighboring properties. Specifically, NO white or light-gray material will be allowed.
